Outcome: ICT and Transformation Work Programme, involving the modernisation of software systems, the launch of a virtual AI chatbot and critical GDPR compliance


Project

The London Borough of Enfield has an ambitious ICT and Transformation Work Programme; established to deliver a range of business critical improvements. This included the essential modernisation of software systems for major Council services, essential updates to core ICT infrastructure and hardware required to keep the Council compliant with external legislation, and to maintain ICT equipment in a useable state while keeping data secure.

After assessing a number of potential delivery methods, the recommended option was to award a contract to Venn Group Consultancy to protect business continuity, control costs and improve performance management. With our many years specialising in the Local Government sector and our consultants’ specialist knowledge in the ICT, Change and Transformation market, we were able to help the Council shape the work package in order to support successful programme delivery.

 

Delivering critical improvements

Venn Group Consultancy engaged with Enfield to advise on a suitable solution in response to the Council having an immediate and significant business continuity risk. The approved work programme and service delivery model was integral to the Council’s key initiatives and enabled efficiency and effective delivery across multiple services. This included those services promoting fairness and opportunity across Adult Social Care and Housing.

Due to Venn Group Consultancy’s ability to shape and deliver multi-faceted solutions through multiple procurement channels, we were able to offer flexibility and cost-effective efficiency in facilitating the most effective proposition for Enfield.

Using the Council’s brief, we shaped six work packages within a larger programme of work to deliver specialist services across:

Biztalk Development

Web Development

Social Care Programme Management

Housing and Homelessness Reduction Programme Consultancy

GDPR and ICT Security Consultancy

Financial Consultancy

This enabled the council to budget for specific deliverables based on aligned outputs and milestones, thus improving outcomes and performance management.

We worked collaboratively with the council at each step of the procurement process to provide advice, budget planning, contract writing, assurance and stakeholder management support.

Venn Group Consultancy was successfully awarded the ICT and Transformation Work Programme and partnered with Enfield to mobilise the contract and commence work.

 

Collaborative transformation

The project team worked across a range of projects within the wider ICT and Transformation function. Some of the highlights include major projects such as ensuring the Council was fully GDPR complaint and leading on the delivery of their traded offer for schools across the borough.

In another project, our delivery team drove the Council to be HRA complaint, re-devised and re-imagined their customer journey in order to enable the Council to react to their residents’ needs.

Our delivery team was also part of the successful soft launch of ‘Amelia’, a virtual AI chatbot for residents.

Overall our project team was involved in a wide range of projects that encompassed the Council’s ambitious and exciting transformational programme of work. They worked collaboratively with Enfield’s staff and consulted them on new approaches, adopting these back into the BAU function for staff.

Venn Group Consultancy have also successfully supported the procurement team in developing and shaping a more efficient method for identifying and raising potential packages for the future; from eliciting the requisite skills, defining milestones and deliverables, and framing the package of work in a simplified order form.
